On May 15, 2024 (US time), the US Department of Commerce issued a preliminary anti-dumping ruling on Thai truck tires, stating that truck tires imported from Thailand were sold in the United States at prices below fair value, and the preliminary ruling was as follows:

1. Pulin Chengshan (Thailand) Co., Ltd.: 0%;

2. Bridgestone Company: 2.35%;

3. The average tax rate for other enterprises is 2.35%.

On November 14, 2023, the US Department of Commerce issued a filing announcement for this investigation. Subsequently, Bridgestone and Pulin Chengshan were selected as mandatory response companies and, in accordance with the requirements of the US Department of Commerce, fully submitted the information and data required for this investigation. During the investigation, the US Department of Commerce completed calculations of export prices, constructed export prices, normal value, and dumping margins based on the responses of enterprises. In addition, the Ministry of Commerce has analyzed whether there is an emergency situation and made a preliminary negative ruling.

For Pulin Chengshan Company, due to its zero dumping margin, its exported tires will not face customs clearance suspension or deposit requirements. However, for other companies, the US Department of Commerce will instruct the US Customs and Border Protection (CBP) to suspend customs clearance and require a deposit equivalent to the corresponding dumping margin.

The final ruling in this case is expected to be made within 135 days from the date of the preliminary ruling. If the final ruling of the US Department of Commerce is still affirmative and the International Trade Commission (ITC) also makes a positive ruling, the US Department of Commerce will issue an anti-dumping duty order. This decision may have a significant impact on Thai tire exports to the US market.
